I understand we have a Scout in the audience this evening. Would you

Richard Neel , Troup 502 and I am working on second class.
Stewart- we are going to go through our Agenda this evening and there
are 5 pieces of legislation that Council will discuss and act on and
let me take a minute. Is this the first time you have been at a
Council meeting? To my far right is our Clerk of Council, Valarie
Bishoff and she records everything that goes on this evening and it
will become a permanent record of our Council meeting. Next to
her is Mr. Wolfe, he is the Director of Law for Ashland, to my right is
our Mayor, William Strine, I am Glen Stewart, next to me is Paul Wertz,
Ruth Detrow, Bob Valentine W2, Bob Valentine W1. Then these Ladies and
Gentleman back here manage several departments of the city. Anna
Tomasek, Finance Director, Bruce Wiser, Director of Water and Waste
Water Treatment, Curt Young, Director of Water Distribution and
Sanitation, Duane Fishpaw, Asst. Chief of the Fire Department, Jim
Cooper, Engineering, Tim Clingan, Director of Parks and Recreation,
Jerry Mack, Director of Streets, Cherie Helterbridle, Director of Human
Resources.
These are some of the key people of our community Richard and we will
conduct our business and at the conclusion, if you have some questions,
we will try very hard to answer them. How does that sound? And

I think that we have been over this a number of times and it is for the
purchase of the 2007 1258 GPM Combination Pumper Tanker

out of fund 222. It is the Capital Improvement for the Fire
Equipment.

checked with me. That is my mistake and I assured her after I went down
and opened this book up and read down through them that we had
them. So I do not know how to handle that.

Comments:
Glen Stewart – I would like to take a second
at this point in time, I am sure we might be confusing the young man
from the Scouts and maybe others. We have received this material,
parts of it 1 week ago last Friday and final versions last Friday and
it gives the Council Members an opportunity to review the content
asking the questions they may have of the division directors in the
case of these contracts that we have who have been over them on at
least one occasion and sometimes more frequently with the content so we
know what we are looking at and I am sure you all would not want to
hear us read this tonight. It is an extraordinary amount but the
language for these contracts are contained in there so that is why we
are moving through a rather complex agenda in a very rapid manner is
the preparation and the early work is done. Many of our
ordinances are handled in this way. On an occasion, we will have
some significant discussion but I would not want you to go back to the
Boy Scout Troup and say “Boy they don’t pay any attention
to what they are doing, They just quote “Aye, Aye, Aye,
Aye, Aye” but it takes a great deal of up front work.
So with that, we will move into new business.
Valentine W1- I have something that can kind of help out. We get
everything here on Friday so we have them from Friday to Tuesday to go
through everything. One other thing, not necessarily about
this. I would like to Thank Cherie and Jim in the work they did
in on negotiations. They did an outstanding job. She was well
versed in this.
Stewart- Cherie before we move forward, if there is a need for a
special meeting to pass on that ordinance, I am willing to ask these
people to do that and if you tell me, we will move from there.
WARD REPORTS
Ward 2: Bob Valentine
(a) I have had no more phone calls about the
Williamsburg Court. I called a friend of mine from the Post
Office and it was an in-house mistake. Everybody was still
getting their mail but somebody punched in those as being in
Williamsburg Court and I have not gotten anymore phone calls. So I
think they got everyone. It was not on the Engineering
Department, it was their own In-House mistake.
Ward 1: Bob Valentine
(a) From talking with people, not necessarily phone calls, but it
seems if I go anywhere, people are talking about Ethanol. Most of the
things they are talking about is they do not know a great deal about it
and are asking about it, with questions. I think there was an
article in the paper yesterday. There is also something coming up
in one of the service clubs here next week dealing with Ethanol too. I
think that is very good for the people because that is who we serve.
But I would imagine if they had the opportunity to attend that meeting
that we had here on Ethanol, that would have really helped. But
the point is that is good that they are asking questions about that and
they are very legitimate questions. Many of them were questions
that people had asked when we were here, on how it is going to affect
them, how it is going to affect us.
Ward 3: Ruth Detrow
(a) I received a letter just tonight, it was
delivered to our office here in the City Building and I see that the
Mayor and Mr. Cooper in building and zoning also got copies of this
letter. I spent some time with the Lady back when this first
occurred and it seems as though there are some things that aren’t
the way they should be and I think I need may be from engineering
to know exactly what those things are. I know that this concerns
a house at 200 E. Walnut Street, on the Corner of Walnut and Arthur and
it concerns a fence that the neighbor has built and it seems that the
fence is on his property and but it is very, very close to her property
and it also seems as though maybe, but I am not sure, it seems possible
in addition to the neighbor’s garage, and it was put up without a
building permit, is that possible?
Jim Cooper- I read the letter today, and I need to look into
that.
Ruth Detrow- But we will follow up with that?
Jim Cooper- Absolutely. Thank you.
Glen Stewart- Comment
Something that caused a lot of residents in the Mifflin Ave. area a
great deal of concern 1 ½ year ago was the new Samaritan or
whomever owns the medical building out at Mifflin Ave. near Rt 42, it
is pretty well complete, or it is completed and the H & H housing
development it nearly has a model ready for viewing and I
complement the planting’s that have been put around to
aesthetically improve the street appearance, the street lights have
been put on the new street are pretty complimentary and we listen to a
lot of potential problems that could arise and I compliment the two
developers at this point to make the area aesthetically pleasing to
those that were emphatically concerned. Are all the problems
gone? I don’t know but I think may of them are and I am
very pleased about that and you know we don’t have a lot of
problems criticizing things but I think it is appropriate to complement
some things at the time. So it is not a complaint that I am
sharing, I am just sharing my view and I think may be several other
peoples view also.
OLD BUSINESS
(a) None.
NEW BUSINESS
(a) Ethanol Discussion.
Mr. Valentine is correct, there has been a lot of discussion and
I too have been tapped on the shoulder at numerous places and I suspect
there is at least a half a dozen of us that have been tapped on the
shoulder. We had an excellent meeting in here a couple of weeks
ago with the potential developer. There have been no decisions made
that I am aware of whether they have decided to come to Ashland or not.
I guess. I will share with you that the ball is in the City of
Ashland’s court at this point in time to propose to them a site
that may be appropriate for a plant if they so desire if we can work
out all the details. Nothing is finalized by any stretch of the
imagination but they are awaiting a proposal from us. We are
working on that. Other then that, I know nothing more about
Silver State Ethanol’s intentions but they are awaiting our
response. This is so significant. Paul do you have any
comments?
Paul Wertz, W4- I just want to say I believe it is a good thing if
everything is the way it seems to be. We need to check any make sure
that is the way it is.
Ruth Detrow,W3- I am very interested in this project and I asked our
Clerk, Valarie to do some Internet Research on this and among other
things, there are only 13 refueling stations within 100 miles of
Ashland right now, so we are right at the beginning of something.
I think we still have a little homework yet to do on the Company that
wants to come. Need maybe to do some more deep research on
that company. If I had to vote one way or the other today, I
would say yes let’s go for it but we aren’t really quite
ready and I am not really quite well-informed yet.
Robert Valentine ,W1- Well, Ruth brought up an interesting point.
I am trying to think of the discussions. I had a list of
questions I was going to ask and found out we were to ask
“A Question”. You know that was one of the questions
that came back a couple of times and say I had a 2002 car and I use
Ethanol.
Stewart- You will not be able to use E85 unless the owners manual says
it is compatible. We are all using E10 today.
Robert Valentine W1- I am not negative about this project, certainly
anything that is going to be beneficial to our people in the city and
county too, certainly I am for it. I was concerned. I think
the Mayor has done a good job in his presentation this last week and I
have concern as far as water. Between 500,000.00 to
700,000.00 gallons, a tremendous amount of water and I know that they
were going to get together with Bruce and see to come with some
answers. Another concern is 20 trucks a day and we had some trouble on
RT 250 on the bypass as far as roads and I think that is something to
look at. We went to a seminar, and that was also a concern.
Things we have to look at. I think things also have been looked at by
the Railroad.
MAYOR’S COMMENTS:
The Railroad is extremely excited about this. That is actually
between the Ethanol plant and the Railroad.
Glen Stewart – but we did confirm estimates that there is room
between RT 96 and Cottage Street where there are no crossings that at
least 100 Railroad Cars would fit in there. They should be able
to pull a 100 car train in there. It may have to be broken apart
to get it back in to wherever this site may be but they are very
aware that we are not excited about or we would stand for any
long- term road blocks . But there is actually room from 96 to
Cottage to put 100 train cars based on the measurement of the tracks
and the length of the train cars.
Robert Valentine, Ward 1- We are talking abatement here too are we
not? I just think we need answers before we can move
ahead. We are here to protect our people, it is our
obligation. And also to help the people in any way. Also
regarding the jobs of anywhere from 25-50, directly that benefits
the City. Also the 600 jobs throughout the county which would
also be beneficial to them too.
Robert Valentine, W2- Everything looks good to me. But when you have a
company that wants to come here. You have a company that wants to give
a presentation. There is a plant in Michigan that had a problem
with the affluent and the city and the company got together and they
treated it with chemicals before it got to the water treatment plant or
the sewer treatment plant. Just little things. It does not seem
like 30-35 jobs are a lot, but for here it is a bunch especially where
we are at right now. I am still doing some checking on it.
Need more time.
Glen Stewart- there is an abundance of information on the Internet, be
extremely careful if you go to the internet to look at the dateline,
there are plants that have been operating for several years. One of
them is in Gary Indiana and they have had an extreme amount of problems
with their Sewage discharge, they have a lot of problems with the odor
and I think if you look at that, that plant is a 1993 plant which
technology has changed drastically and if you look at new facilities in
the last 2-3 years, I think you will find many of those problems have
been addressed. I am personally still looking for an operating
plant that is in an affordable distance to do a site check on.
Paul Wertz, W4- These guys during their presentation said that they
were going to dump their sewage right in to ours without doing anything
with it. We need to really be careful with that, it is a
different type of substance.
Robert Valentine, Ward 1- It has been in the paper, the price of corn,
was about $ 2.50 6 months ago and now is $4.00 and the concern is the
if the price keeps going up, then Ethanol is going to go up and my
question is will they be competitive with gasoline? The other
side of the coin is if we use more Ethanol that is less and less
that we have to get from the Middle East, that is the plus side.
But there may be a cost it, people will have to pay. What
is more important, is the cost more important or the fact that we do
not have to rely on the Middle East for all of our Oil?.
Glen Stewart- Those are things that have to be weighed in my own
opinion . I have not passed on my thoughts on this. I believe if
there is an Ethanol plant and the funding to put it in the site that is
acceptable to the City of Ashland and the problems can be addressed, we
need to go for it. It will be built somewhere. The price of
corn, the price of Ethanol, the cost of corn products, Ashland Ohio
will not change that in my opinion. If it is not good for the
community, that is a whole different story. That is where the
research and the background of the company, looking at the traffic
becomes an obligation to all of us to take a look at. We are not
prepared to make a decision yet. It is such a hot topic.
Mayor Strine- Good comments. We will have an offer to them in a week or
so, 1 ½ weeks to 2 at the most. Nothing will be
finalized until this group finalizes it.
Glen Stewart- and that offer is just an opening dialogue, it does not
mean that they will get it. We have to start the process
somewhere.
Robert Valentine 1- How many acres are we using here.
Mayor Strine- 58.3 Acres.
Robert Valentine , W2- I understand the 58.3. But are they going
to be moved in the back of the lot? Kind of in the middle.
Glen Stewart- the Northeast quadrant of the farm including the access
to Route 250.
Robert Valentine 2- I would hope that would alleviate the traffic on
Fautless Drive . Is there still room in front of the acreage to build
something else/
Jim Cooper, City Engineer. - Yes Sir.
Glen Stewart- Anyone comments from the Audience? Richard Neel,
What do you think about Ethanol?
Richard Neel- Well it is a lot better because it will be coming from
natural resources and we will have a lot more of it.
Glen Stewart- It is a good observation, you have done a little studying
or someone has been talking to you about it. Less polluting.
Michael Neel- If we build a plant, and worse case scenario the company
goes under; who is going to take care of the plant? Do we
have to tear it down or are they going to take care of it.
Mayor Strine- we have discussed it quite a bit , but there has been no
agreement at this point.
Ruth Detrow- I know the man that did the Presentation commented that
when he was looking for an Ethanol plant, one that was already in
existence, I would think it would be easier to buy one that was already
partially built or completely built and he could not find any and he
felt that that was a sure sign that if the management let this plant go
under, there would be another company that would be eager to buy it
then.
PRIORITIES: The
mayor has been gracious enough to rank them based on the 5 Council
person’s input and I am going to read down the first 5 or 6 as
Council’s decision of priorities.
1) Corporate boundaries /Annexation.
2) Water Development.
3) Communication of County and Community.
4) Housing Code- Maintenance.
5) Industrial Park Infrastructure.
6)Sidewalks
7) Infrastructure-Sewer and Water Lines.
8)Zoning Review- Planning Commission.
9)City Operating Services discussion.
10)Community Corridors Special Fund.
Glen Stewart- those are the top priorities that we have ranked and I
gave them to you in the ranked order of which we will attempt to
address these. Will we have all the answers at the end of this
year on these items? Probably not, but we will have discussion
and take actions as is appropriate as we can handle.
Robert Valentine, W2- Yes, you flipped-flopped the order of 5 and
4. Even with last years we were pretty much on the same page. I
know a lot of this stuff is on our minds and I would say the top couple
are really important to all of us.
Glen Stewart- I think we are right in tune with the Mayor on this,
based on the presentation of the State of the City Address that the
Mayor made. I think we are really in sink.
Mayor Strine- One item I thought of is Right of Way regulations
we need to development
Robert Valentine, W2- It is number 12 under Utilities.
Mayor Strine -. Even though that is that far down on the list, it
won’t be long before I will be submitting some things to you
folks to consider for that because I think it is timely now that we get
it done.
Glen Stewart- there is some legislation that is either pending or is on
the early agenda from a federal standpoint and if we get the
information that came to us, that if we act on it, our actions would
preempt anything that the federal government in this instance which
could be good for us. Any other comments?
Do we want to set a Work Session to start looking at these. You
want to start to using the second Tuesday of the month and start moving
right down?
Mayor Strine- I think the first one there are some things that need to
be done on it before we have a Work Session on it. I do not know
what you have in mind here. We haven’t zeroed in on the
second one, there is no doubt about that. We could have an up
date if that is what Council wants.
Glen Stewart- I think that Water Development, will be 1 month away, we
have another city/county township meeting coming up in February, it is
on a Thursday downstairs in the Economic Development office 2/15/07 at
7:00 P.M. That is something Guys and Gals, we have not zeroed in
a topic yet. The last one was fire district and we pretty much
set that aside for the time being by mutual agreement, we are just not
ready to form a fire district. So I need to along with Valarie
work on a Reminder letter to go out to the Trustees and others. I
am not sure or not if we should talk about Ethanol. That will be
on February 15, 2007. Next Tuesday night will be the 1st night for a
Work Session if we want to get it on the schedule, the corporate
boundaries we will not work on yet. Water development might
just be an update on that, Housing Code Maintenance. The focus
for next Tuesdays Work Session in the evening will be a brief update on
what the working plans are, not finalized plans for Water Development
and take the first 10-15 minutes of that and the last 45 minutes of
that for whatever it takes on the Housing Code/Maintenance. Blue
Book and other. That meeting will commence at 7:00pm in the Council
Conference Room , 3rd floor next Tuesday evening a Special
Session February 13, 2007. Next Thursday night, February 15,
2007, downstairs in the Economic Development Conference Room 1st
floor at 7:00 pm. We will have an Agenda Item to present the
Firefighters Contract, Special Meeting on Tuesday.
