MINUTES FOR THE SPECIAL SESSION OF COUNCIL
August 19, 2005
Mayor Strine called the meeting to order at 2:15 p.m.
Due to the resignation of former Council President Greg Gorrell, Councilman-at-Large Glen Stewart was put forth as Council President Pro Tem.
Moved by Wertz and seconded by Valentine to appoint Glen Stewart President Pro Tem.
Ayes: Valentine, Detrow, Wertz Abstain: Stewart

Ward 3: Ruth Detrow Present
Ward 4: Paul Wertz Present
At-large: Glen Stewart Present
(a) Request for sign permit:
110 West Main Street; Petitioner, Marlene Kiste
Moved by Detrow and seconded by Valentine to approve the request for a sign permit.
Ayes: Valentine, Detrow, Wertz, Stewart
(b) Discussion of a personnel matter dealing with an elected official:
Mayor Strine and Council members discussed the process by which a ward representative would be appointed to fill the unexpired term of Ward 2 Councilman Greg Gorrell. Gorrell moved out of the ward and his term consequently was terminated on August 10, 2005, as per City Charter, Section 5.
Purpose: Consideration of a personnel matter.
Moved by Detrow and seconded by Valentine to move into executive session.
Ayes: Valentine, Detrow, Wertz, Stewart
Council moved to executive session for the purpose of discussing a personnel matter relating to the appointment of a public official.
Moved by Stewart and seconded by Detrow to adjourn the executive session.
Ayes: Valentine, Detrow, Wertz, Stewart
Moved by Stewart and seconded by Detrow to reconvene the special session.
Ayes: Valentine, Detrow, Wertz, Stewart
After returning to special session, Council announced plans to appoint Bernard Sargent to fill the remainder of the vacated second ward term. This is to take place at the first meeting in September, Tuesday the 6th.
Moved by Valentine and seconded by Wertz to adjourn the special session.
Ayes: Valentine, Detrow, Wertz, Stewart
