MINUTES FOR THE SPECIAL SESSION OF COUNCIL

December 30, 2005




Council President Glen Stewart called the meeting to order at Noon.

Moved by Detrow and seconded by Wertz to excuse Robert Valentine from the meeting.

PLEDGE OF ALLEGIANCE


LEGISLATION


Ord. 82-05

Item (a) AN ORDINANCE TO APPROPRIATE, TRANSFER AND ADVANCE THE FOLLOWING HEREINAFTER NAMED SUMS OF MONEY IN 2005 AND DECLARING THIS TO BE AN EMERGENCY MEASURE NECESSARY TO MEET THE IMMEDIATE FINANCIAL NEEDS OF THE CITY OF ASHLAND, OHIO.


Finance Director Nancy Boyd read the ordinance.


Comments:

Boyd explained the various appropriations to Personal Service and Other accounts, the appropriation transfers between those accounts, the year-end advances and other transfers. Stewart added that this ordinance involves a last minute, normal business process to clear out accounts and make sure there are no negative balances.


Moved by Wertz and seconded by Sargent that the Ordinance be passed on the first reading.

Ayes: Sargent, Detrow, Wertz, Stewart

Moved by Wertz and seconded by Stewart that the rules requiring the reading on three separate days be suspended and that the Ordinance be passed on the second and third readings.

Ayes: Sargent, Detrow, Wertz, Stewart

Moved by Detrow and seconded by Sargent that the Ordinance be passed.

Ayes: Sargent, Detrow, Wertz, Stewart

Res. 21-05

Item (b) AN AMENDED RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR.


Moved by Wertz and seconded by Stewart to invoke Section 113.01 of the Codified Ordinances as the distribution of this Resolution has satisfied the requirements of said Section and that a further reading be dispensed with at this time.

Ayes: Sargent, Detrow, Wertz, Stewart


Comments:

Boyd told Council that this resolution is done every year earlier in the year, but this year’s update by the county auditor resulted in the need to amend the rates. There is no change in the final amounts, though the rates changed the amounts in the general fund and the bond retirement fund.


Moved by Wertz and seconded by Sargent that the Resolution be passed on the first reading.

Though not included in the formal agenda, Stewart read a note to Interim Ward 2 Councilman Bernard Sargent expressing Council’s deep appreciation for his contribution to Council in offering to step forward and finish the remainder of Greg Gorrell’s term. All Council members thanked Mr. Sargent.

Mr. Sargent responded that being a part of Council was a very good experience for him, and he enjoyed it. He also stated it would be a helpful experience for all citizens to have the opportunity to serve a short time on Council as he has. He in turn thanked Council members for contributing to his experience.

Moved by Wertz and seconded by Sargent to adjourn the special session.

Council was adjourned at 12:16 p.m.



NOTE:

Following the adjournment of the special session, Mayor Strine administered the Oath of Office to Council members Ruth Detrow and Paul Wertz for their new terms.

Finance Director Nancy Boyd also gave Mayor Strine the Oath of Office for his second term as Mayor.
