Non-Residential Building Plan Approvals

State of Ohio law states that the provisions of the Ohio Building Code, the Ohio Mechanical Code, and the Ohio Plumbing Code shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures.

Any owner or owner's representative who intends to construct, enlarge, alter, repair, move, or change the occupancy of a building or structure, or portion thereof, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical, plumbing system, other building service equipment, or piping system the installation of which is regulated by the Ohio Building Code, or to cause any such work to be done, shall first make application to the building official and obtain the required approval.  The Plan Approval Fee is included via a worksheet within the Application.

Work exempt from approval is defined within OBC 102.10

Residential Building Plan Approvals

State of Ohio law states that the provisions of the Residential Code of Ohio for One, Two, and Three-Family Dwellings shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal, and demolition of every one, two, or three-family dwelling, any appurtenances connected or attached to such buildings or structures, or any accessory structures.

Prior to the construction of work not exempted from approval, an Application for Residential Plan Approval must be completed and submitted along with applicable construction documents.  The Plan Approval Fee is based on a base fee and the applicable square footage of the work performed.

Zoning Permit

A Zoning Permit is required prior to the construction of new buildings, alterations, additions, site development, or change of use on both non-residential and residential properties within the City of Ashland.  The purpose of the Zoning Permit is to review and ensure compliance with the City of Ashland's Zoning Ordinances.

The Zoning Permit Application shall include a completed application, site plan or sketch (when applicable), and an application fee of $50.

Signage Permit

A Signage Permit is required for new wall signage, ground signage, roof signage, off-premise signage, and temporary signage.  Some signage is permitted without a permit as specified within the Sign Regulations provided below.

The Signage Permit Application shall include a completed application, site plan showing location and setbacks, sign details, including size, height, illumination, and display in color, and an application fee of $40 for each sign.

Right of Way Permit

A Right of Way Permit is required for all proposed work located within the City of Ashland's public right of way.  This includes the installation of sanitary sewer laterals, storm sewer laterals, water services, driveway aprons, sidewalks, curbs, landscaping, electrical services, gas services, telecom services, and mailbox installations.

The Right of Way Permit Application shall include a completed Application, Site Plan or Sketch (when applicable), construction details and specifications, and an application fee of $75.

Site Development Permit

A Site Development Permit is required for new construction, alterations, additions, and other related site work such as new/expanded parking lots, non-residential building construction or additions.  A Site Development Permit is also required for new residential and non-residential  subdivisions.

The Site Development Application shall include the completed application, engineered plans, survey plats (where applicable), and an application fee of $150.  For Subdivision review, the application fee is $100 per proposed lot.
